A more general diagram of RouterBoard with 5 port switch chip. This clearly shows that before RouterOS processes incoming packet it gets processed by switching logic that depending on switch configuration may or may not pass the packet 'up' to the RouterOS. The same stands true for packets that leave RouterOS - after packet gets transmitted by interface it passes through switch logic which depending on config can take different actions.
