User Manager/QA/Incorrect time shown for sessions and credits

Each User Manager user's session is stored with the 'From Time' and 'Till Time' values in GMT format.

To see correct time on the web, 'time-zone' attribute for customer must have the same value as the one on the Router under /system clock. Customer's time-zone can be set on the web page, in customer edit section.

Note: There was a bug present in earlier versions - time zone value was ignored. This bug is fixed in versions 2.9.40 and 3.0beta5.
